Five Vietnamese were caught by the authorities in two separate operations in Butuan City after being caught with kilos of agarwood wedges from the Lapnisan tree which is illegally cut down.

It is strictly prohibited to cut down Lapnisan trees as they are already endangered or seriously at the risk of extinction.

The extract from the agarwood is used to make perfumes, incense, and a lot of other natural medicines for different types of illnesses.


In some instances, the high-quality agarwood could go as high as $100,000 per kilo.

The Vietnamese, who were caught in joint operations by the Police Regional Office in Caraga (PRO-13) and the region’s Department of Environment and Natural Resources (DENR-13), were in possession of over P1 million worth of Agarwood and around P5.8 million in cash.


All of them were arrested at the Grand Palace Hotel in Purok 1, Barangay Imadejas, Butuan City on the 25th of July near midnight.

Newborn Baby Went Permanently Blind After a Family Friend Took A Photo of Him 

A three-month-old baby, above, has been left blind after a family friend forgot to turn off the flash on a camera.

Babies are cute and adorable; we all know that. Just a bit curve of their lips gives us fulfillment and happiness after a tiring day.

Bearing irresistible cuteness, us adults had this urge to take pictures of them so that we could have something to look at when they grow. But little do we know that camera flash and innovative gadgets today inflict dangers to our babies?

Have you ever thought of the usual warning when visiting newborn babies? To turn off the camera flash when taking a picture of them? Probably some of us did. One newborn baby from China got his one eye blinded after a family friend took a picture of him. The so-called friend holds the phone ten inches away from the baby because he wants to take a closer photo of the baby.

Unfortunately, the family friend forgot to turn off the camera flash and capture the photo. In an instant, the parents of the baby noticed something unusual in regards to the baby’s vision right after the photo was taken. The story was featured at People’s Daily Online.


The strong flash has damaged cells on the macula, the part of the eye where incoming light rays are focused 

Worst, the left eye had reduced vision while the right eye got blinded permanently- such an unfortunate event for the innocent baby. According to the attending doctor, the camera flash caused permanent damage to the baby’s macula. When the kid reaches the age of four, the damage inflicted in the macula might cause damage to the central vision.


Warning to parents 

According to eye experts, babies are vulnerable to strong lights; hence keep in mind not only camera flash but strong lights from the bathroom during bath. There are no released statement from the parents if they will make a move to sue the family friend who caused heartbreaking unfortunate to their child.

This may sound like a hypothetical question, but it's not! It's not even a scene out of a science fiction movie.

A human head transplant is exactly what it sounds like taking one living head and putting it onto a new body. And this is what the Italian neurosurgeon Sergio Canavero and his colleague Xiaoping Ren's of China is planning to do.

In fact, they already performed a head transplant on a dead body.
But just how feasible is human head transplant?

A head transplant was considered the stuff of science fiction, until 2015.

This was when Dr. Canavero announced that he would perform a head transplant on a living individual. He even found a volunteer who was a 30-year-old Russian man Valey Spiridonov.

A familiar face caught the attention of Filipino fans of Netflix comedy series "Glow".
Transgender actress BB Gandanghari appeared in the eighth episode of the series' third season, portraying the role of "Patricia," a fortune teller.
In her appearance, Gandanghari, who is now based in the US, shared a scene with Alison Brie who plays Ruth "Zoya the Destroya" Wilder, one of the show's main characters.
Glow, which debuted in 2017, tells the story of a group of women performing for a wrestling organization in Los Angeles in the 80's.
On Instagram, the actress shared her excitement for her appearance in the Netflix series.
In September 2017, Gandanghari announced she has signed with The Brogan Agency, a California-based talent agency which represents film, television, commercial, print, and theater actors.
In 2016, Gandanghari officially became woman after her petition to change her name and gender was approved by a court in California, where she has been living for years.

An asteroid larger than some of the worlds tallest buildings will pass the Earth next month

(CNN) — On September 14, an asteroid will pass by Earth that's larger than some of the tallest buildings on the planet.
Asteroid 2000 QW7 is estimated to be between 290 meters and 650 meters in diameter, or between 951 and 2,132 feet, according to NASA. The world's tallest building is the Burj Khalifa in Dubai, which reaches 2,717 feet tall. The second tallest building is the Shanghai Tower at 2,073 feet.

The asteroid will be traveling at 14,361 miles per hour when it passes within 3,312,944 miles of Earth at 7:54 p.m. ET.
Astronomers don't believe the asteroid poses any danger, but NASA's Center for Near Earth Object Studies is tracking it.
In June, astronomers showed that telescopes could provide enough warning to allow people to move away from an asteroid strike on Earth.
Astronomers at the University of Hawaii used the ATLAS and Pan-STARRS survey telescopes to detect a small asteroid before it entered Earth's atmosphere on the morning of June 22.
The asteroid, named 2019 MO, was 13 feet in diameter and 310,685 miles from Earth. The ATLAS facility observed it four times over 30 minutes around midnight in Hawaii.
Initially, the Scout impact analysis software at NASA's Jet Propulsion Laboratory deemed the potential impact as a 2. For reference, 0 is "unlikely" and 4 is "likely." Davide Farnocchia, navigation engineer at JPL, requested additional observations because he noticed a detection near Puerto Rico 12 hours later.
The Pan-STARRS telescope was also operating and captured part of the sky where the asteroid could be seen.
The additional images from the Pan-STARRS telescope helped researchers better determine the entry path for the asteroid, which bumped the Scout rating to 4.
The calculation matched up, and weather radar in San Juan detected the asteroid as it burned up in our atmosphere. It entered the atmosphere over the ocean, 236 miles south of the city.
ATLAS, which is two telescopes 100 miles apart on the Big Island and Maui, scans the entire sky every two nights for asteroids that could impact Earth. It can spot small asteroids half a day before they arrive at Earth and could point to larger asteroids days before.
Although much of the knowledge of their capabilities and determinations about the asteroid was worked out after the fact, astronomers believe that ATLAS and Pan-STARRS could help predict more in the future.

SOGIE Bill advocate says that gender of new born babies should not be labeled on birth certificates

An advocate of the SOGIE Bill said that parents should not assume the gender of the newborn baby because someday they might learn that their guess may be wrong.

During the Senate Committee hearing on the said bill, Lagalab LGBT Network President Naomi Fontanos showed a presentation to the lawmakers explaining the difference between gender identity and biological characteristics.

“Example, I identify myself as a transwoman, my gender identity is female, but I’m attracted to males for now… so currently I’m exclusively heterosexual identifying,” Fontanos said.
“But I have sisters or transwomen just like me who are attracted to other women,” she added.

She mentioned the case of Angelina Mead King who kept her relationship with her wife Joey Mead who’s a female despite coming out as a trans woman.
After the presentation, Senator Nancy Binay who was very curious about the topic asked Fontanos
Binay asked the difference between her as a person born as a female who’s attracted to male and other gender identities.

“Ma’am you were born a baby and you are assigned as female at birth, but your gender identity matches your gender assignment at birth,” Fontanos told Binay.

The Senator followed it up with a question asking Fontanos if she wants to stop labeling the gender of babies in their birth certificate after they were born.

The LGBTQ+ advocate answered it by saying that as much as possible people should not assume the baby’s gender by putting Male or Female on their birth certificates.

“In our case as trans people, as a transwoman, I was assigned male at birth. It was incorrect, it was just a guess and it was a wrong guess. gender assignment is predictive, it is not final,” 

Fontanos added that in some first world countries like New Zealand and Australia, the parents could now choose if they wanted to include the gender of their baby on their birth certificate.

According to her, some parents in the said countries may put “x” or “double dash” to the gender information of their baby to show that they’re not assuming the gender of their child.

The same system also applied to their passports so they could address their gender freely.
“Basta if the x or double dash is indicated, therefore they’re not male or female. So if they pass the immigration for example or having a business, then the people doing business with them have to ask ‘how would you like to be addressed, how would you like to be called?'” she said.

Civil Service Exam August 2019: OFFICIAL RESULTS & LIST OF PASSERS

The August 2019 Civil Service Exam results or Career Service Examination-Pen and Paper Test (CSE-PPT) full list of passers and topnotchers (top 10) for professional and sub-professional level are released online in sixty-four (64) calendar days after the exam.

The CSE-PPT was conducted in at least 68 testing centers nationwide on Sunday, August 04, 2019.

CSC announced that passers who got at least 80 percent score will be eligible for a position in the civil service provided the eligibles meet the qualifications and other requirements - education, experience, and training.

How to get your CSE-PPT Exam Results

Those who took the Civil Service Exam, regardless if they passed or failed, may generate their individual test result using the Online Civil Service Examination Result Generation System (OCSERGS) which is available at the Civil Service Commission website (www.csc.gov.ph).
Take note that report of ratings and test results will NOT be mailed to individual examinees. The examinee has to encode the required data in the OCSERGS and successful data submission will produce a copy of the ratings and test results which may be printed for reference.
According to the Civil Service Commission, examinees may view their individual test results after 15 days from the release of the official results.
The CSC Regional Offices are tasked to handle the release of CSE-PPT results to examinees by region. In case the examinee encounters a problem in generating the test results or has a question or clarification regarding the exam, the examinee should verify directly with his or her respective CSC Regional Office.

How to Apply for Certification of Eligibility

Successful Civil Service Exam passers shall be issued a Certification of Eligibility printed on CSC’s official letterhead. This Certification is free of charge and shall be issued through the CSC Regional/Field Offices.
Passers must personally claim their Certification of Eligibility at the CSC Regional/Field Office concerned. Representatives are not allowed to claim on their behalf. When claiming the Certification, passers must present the following:
1. Application receipt and/or CSC Official Receipt, if available.
2. At least one of the following accepted I.D. cards which must be valid (i.e. not expired) upon claiming of the Certification:
  • Driver’s License
  • Passport
  • PRC License
  • SSS ID
  • GSIS ID (UMID)
  • Voter’s ID
  • BIR ID (ATM type / TIN card type with picture)
  • PhilHealth ID (must contain the holder’s name, clear picture, signature and PhilHealth number)
  • Company or Office ID
  • School ID (validated for the current school year/semester/trimester)
  • Police Clearance/Police Clearance Certificate
  • Postal ID
  • Barangay ID
  • NBI Clearance
Any other ID card not included in the above list shall NOT be accepted.
In addition to the printed Certification on the letterhead of CSC, passers may opt to apply for regular Certification of Eligibility that is printed on Security Paper. These certifications that are printed on Security Paper may be more preferred by government agencies as supporting document for employment application or promotion or other human resource transfers. Please note, however, that Certifications printed on Security Paper is NOT free.

Civil Service Exam – Eligibility and Qualifications

Those interested to take the Career Service Exam must meet the following eligibility requirements:
1. Filipino citizen;
2. At least 18 years old on the date of filing of application;
3. Of good moral character;
4. Has not been convicted by final judgment of an offense or crime involving moral turpitude, or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs;
5. Has not been dishonorably discharged from military service, or dismissed for cause from any civilian position in the government; and
6. Has not taken the same level of Career Service Examination, either through PPT or CSC Computerized Examination (CSC COMEX), within three months before the date of examination. 

Civil Service Exam – Automatic Passers

The following applicants are considered automatic passers or automatic Civil Service-eligible by virtue of their credentials. As such, they are no longer required to take the Career Service Exam.
1. Passers of the Bar Exam given by the Supreme Court of the Philippines and of other board or licensure exams administered by the PRC. Under Republic Act (RA) 1080, board and bar exam passers are automatically considered as civil service eligibles.

2. Passers of Career Service Examination for Foreign Service Officer as the resulting Career Foreign Service Officer Eligibility is comparable to the Career Service Professional Eligibility
3. Grantees of the following eligibilities under special laws and Civil Service Commission issuances, which are comparable to the Career Service Professional Eligibility:
  • Honor Graduate Eligibility under P.D. 907
  • Scientific and Technological Specialist Eligibility under P.D. 997
  • Sanggunian Member Eligibility (2nd Level) under RA No. 10156
  • Foreign School Honor Graduate Eligibility under CSC Resolution No. 1302714
  • Veteran Preference Rating Eligibility (Professional) under EO No. 132, s. 1948 and EO No. 790, s. 1982
4. Grantees of the following eligibilities under special laws and Civil Service Commission issuances, which are comparable to the Career Service SubProfessional Eligibility:
  • Barangay Official Eligibility under RA No. 7160
  • Barangay Health Worker Eligibility under RA No. 7883
  • Sanggunian Member Eligibility (1st Level) under RA No. 10156
  • Veteran Preference Rating Eligibility (SubProfessional) under EO No. 132, s. 1948 and EO No. 790, s. 1982

Civil Service Exam – Requirements

Submit the following requirements to be able to apply to take the Career Service Exam (CSE):
1. Fully accomplished Application Form (CS Form No. 100, Revised September 2016). (Note: The spaces for “Signature of Applicant” and “Right Thumbmark” on the Application Form should be left blank. These shall be accomplished in the presence of the CSC processor.)
2. Four (4) pieces of identical I.D. pictures with specifications, as follows:
  • a. Passport size (4.5 cm x 3.5 cm or 1.8 inches x 1.4 inches)
  • b. Colored, with white background
  • c. Taken within three (3) months prior to filing of application
  • d. Printed on good quality photo paper
  • e. In standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm below the chin)
  • f. In bare face (with no eyeglasses, colored contact lens, or any accessories that may cover the facial features; facial features not computer enhanced)
  • g. Showing left and right ears
  • h. Taken in full-face view directly facing the camera
  • i. With neutral facial expression, and both eyes open
  • j. With HANDWRITTEN (not computer-generated) name tag legibly showing SIGNATURE OVER PRINTED FULL NAME in the format: First Name, Middle Initial, Last Name, and Extension Name, if any
3. Original and photocopy of any of the following I.D. cards, which is preferably valid (not expired on date of filing of application):
  • a. Driver’s License/Temporary Driver’s License (LTO O.R. must be presented together with old Driver’s License; O.R. alone is not allowed)/Student Driver’s Permit (card type with photo)
  • b. Passport
  • c. PRC License
  • d. SSS I.D.
  • e. GSIS I.D. (UMID)
  • f. Voter’s I.D./Voter’s Certification
  • g. BIR/Taxpayer’s I.D. (ATM type/TIN card type with picture)
  • h. PhilHealth I.D. (must have the bearer’s name, clear picture, signature and PhilHealth number)
  • i. Company/Office I.D.
  • j. School I.D.
  • k. Police Clearance/Police Clearance Certificate (with picture)
  • l. Postal I.D.
  • m. Barangay I.D.
  • n. NBI Clearance
  • o. Seaman’s Book
  • p. HDMF Transaction I.D.

  • r. Solo Parent I.D.
  • s. Senior Citizen’s I.D.

Additional notes regarding ID requirements: Xerox or photocopy of the ID card or cellphone photo of the ID shall not be accepted. All other ID cards not included in the above list are also not accepted.
4. Examination fee of Five Hundred Pesos (Php 500.00)

Where to Submit CSE Application

Applicants must personally file their applications at the CSC Regional Office (CSC RO), or at any of the CSC RO’s Field Offices, where they intend to take the examination.
Only applications with a complete  set of application documentary requirements will be accepted. Please observe proper attire when filing of application. During application, do NOT wear:
  • Sleeveless Shirt or Blouse
  • Shorts or Short Pants
  • Slippers
